An overpayment dispute: arguments for and against recovery
What happens to a recovery argument when the recipient record says a suspensive appeal is pending?
The fund and the recipient can present different records in the same dispute. This fictional file makes that disagreement explicit and retains the arguments supporting recovery and its suspension.
The recorded map shows which recovery arguments were defeated under these supplied facts. It concerns recovery while an appeal is pending. It is not a commission decision on the merits, an appeal-submission service or a finding about a real recipient.

Two positions in the same file
The disagreement is in the fictional records, not an added legal priority. The recovery argument assumes that no suspensive appeal is pending. The recipient record defeats that assumption. This map concerns recovery during the appeal; it does not decide the appeal merits.

What was defeated
The pending-appeal fact defeats the recovery argument and the downstream recovery-route argument. Both defeated entries are retained in the recorded map. This is an argumentation result, not a commission decision.
